I turned on mat_filtertextures and I think that fixed it cause I didn't notice the smoke last time I played. Doesn't make any sense really.

There's no reason to /not/ enable texture filtering, really, unless you LIKE anti-artistic eye rape.

Apparently I was on direct x 90 so I had to make sure it stayed on 81 with mat_dxlevel 81 in my autoexec. That fixed the fog for me.
