A little over a month ago, I restored my laptop to its factory setting due to multiple issues I was having. Ever since then I've been having FPS issues with TF2. Before I reset, I would get 100-120 frames on the highest setting and never really had any problems whatsoever. After, I am getting 30-40 frames with the lowest video settings. I've tried defragging my cache and updating my drivers, but nothing has helped so far. This issue is only happening in TF2 and no other games are having problems. Any suggestions?
First i'd check you power settings, make sure processor max clock speed is set to 100% and the processor cooling is set to active (NOT Passive!) also make sure you plug you laptop in at the wall when you game it often gives a nice boost in performance
If that doesnt work then i would check to see if you have laptop with dual gpu's and make sure it is using the main gpu for tf2 not the integrated apu.
Hope this helps.

Thanks for the help, but do you know how I would check to see if I'm using my main gpu? Google wasn't very helpful.
ok im not too familiar with laptops with dual gpus but i assume that you know your laptop has 2 gpus and if thats the case im fairly certain one of the amd programs/driver controllers/control panels lets you pick which gpu you use for each game, sorry but I cant help much more without more info on you laptop (brand, model, gpu model, OS, what amd software you have installed, etc)
p.s as far as im aware amd/ati are the only ones that do those dual gpu set ups in laptops so if you do have a nvidia gpu you shouldnt be having this issue
EDIT:
Ok did a bit of research you should be able to find the option in CCC
It should look something like one of these two images:

or

once you find those options i linked above set everything (tf2 included(also dont forget it can often be listed as hl2.exe)) for max performance or to use your main gpu and you should be sorted
