Not a formatting thing, but I think HexChat is a far superior IRC client, and it's way easier to set up for a beginner. Shwan has a good guide for it on his youtube.
seems pretty cool. maybe add a quick reference thing at the top that just lists all the channels with a small note for the skill level and requirements (mumble, irc), then they can scroll down for more info
also something about newbie mixes?
Also it might be clearer to bullet point the IRC commands, rather than put them all in a paragraph. Just easier to read.

I didn't know much about the European pug systems and I didn't want new european players to get confused and try to join NA pugs. Do you know of any EU Pug systems? all I know is TF2 Center, TF2pickup.net, and pickup2's.

AFAIK irc pickups in EU are dead apart from #mpuktf2.pickup2, we only use #tf.wars for finding pcws/scrims. For normal pickups we use tf2pickup.net

Nice looking guide Slin. Should add http://justplay.tf/ which has DM/MGE server listings and a Web-based irc client that auto-connects you to relevant channels.
