I was just thinking, could you make a script or macro that switches between multiple hud files (by renaming the files or physically moving them in and out of the folder) and then just hud_reloadscheme to change the crosshair? Does tf2 have issues when you switch files midgame or would it be possible?
It wouldn't be practical for quickly changing classes midgame, but if you know what class you are going to be playing beforehand (or if you aren't in a rush) it could let you have lots of crsshairs

it would work but there are easier methods to change your crosshair quickly (netgraph and achievement tracker crosshairs)

I agree, other ways such as using the hud achievement tracker crosshairs are much simpler, and the "hud_reloadscheme" freeze wouldn't be a problem if you use them instead.

My best idea for multiple hud xhairs would be to use close captions. Make a font similar to fog's crosshairs and the cc file to have a, b, c,etc and then use the cc_emit (with an extended linger time) command to bring one of them up. I gave it a quick attempt but gave up, it'd probably have a lot of alignment issues but I still think it is possible if someone with more patience attempted it.
Other xhair methods would be playerclass (vtf only), achievement tracker, netgraph and loading a vtf through tf2 (using size to toggle off). You could also have an xhair for your stickies only by editing the hud charge assets.
