Custom created hitsound doesn't play

Hi all,

I attempted to create a custom hitsound, and learned the necessary parameters as I went. I believe I've fulfilled everything that I need to, but the hitsound still won't play in-game.
The file is a .wav, and is below the max 320 kbps bitrate. It is in the right place, and my hitsound volume is on.

Honestly, I think it has to do with the file itself. Here's the download. Any help is appreciated, as well as knowledge of what was done so it can be spread.

Your file is at 16000 HZ, TF2 hitsounds need to be at 44100.

Have you made sure it's loud enough? When I made a hitsound that was a problem for me, it has to be really loud to be audible.

It's equivalent volume to my other hitsounds, and I did the tf_dingaling_volume command to try and 5x my sound, but to no avail

tf_dingaling_volume is only 0.0-1.0
