My mother has Primus, and it routinely lags like shit during primetime. I ping 400+ to servers I normally ping about 60 to. EVERY. SINGLE. NIGHT. Basically, don't get Primus.
This is close to what I have (8GB RAM & 1TB HDD). It's fairly powerful but its build quality is pretty shitty. As long as you are careful to not bang it around that much (I bought a case for mine to put it in my school bag) it should be fine. I also had to update the BIOS because of a charging problem, but that's pretty easy (You can just download a program from Lenovo that'll do it).

Why can’t we cut Yew Trees in the free to play worlds?
Yew Trees are the prime target for gold farmers and macroers on Old School RuneScape. To help keep the integrity of the game, on free to play worlds these will be disabled to stop gold farmers from flooding those worlds with bots just on those trees. We may also disable further aspects of the free to play game to minimise macro activities in future.

That's a fine build, the only thing I'd suggest though is dropping the SSD for an HDD (Something like this), only because 120GB isn't much storage
$300 is cutting it really thin though... This is what I came up with, still ~$50 over budget, though you could cut out Windows 8.1 and save $90. I'm not sure exactly how well this build will run TF2, but it should.

Try running TF2 in windowed mode, when it is fullscreen the same thing happens to me, but when I run it in windowed mode it is fine. (-sw -w <screen width> -h <screen height> -noborder)
Watching Sal's casts, leading to me eventually doing lobbies, etc. I'm still shit though, I never have enough time to dedicate to tf2.
