Have you made sure it's loud enough? When I made a hitsound that was a problem for me, it has to be really loud to be audible.
50 fps is pretty good imo :P
Check that your drivers are updated, do what m4risa said and make sure your power options aren't limiting anything, also check the temps of your CPU/GPU.
Last thing, for future reference, HDDs run in RPM, not Hz, and for a desktop hard drive 5400 is kinda slow, ideally you want to aim for ~7200 RPM, but as m4risa said, it won't affect really performance.

Played it a little in beta, had fun for a while, realized it was kinda boring and stopped playing it. I didn't really appreciate how if you didn't spend money it was just a gigantic, ridiculously long grind fest to get anything halfway decent. Also not spending money really limits your experimentation due to lack of non-reusable weapon parts. 5/10.
While there isn't really a need for it, I won't discourage you from trying to make one - consider it a learning experience ;)

reillyI just actually looked at your OP now a well, I might have to recommend against the PSU unless someone can attest to it. A PSU that goes wrong can wreck your entire build, and for that reason I generally wouldn't buy anything other than big name brands on the PSU.
Also, you may want to consider posting this to /r/buildapc, it won't take much effort, but it provides some extra eyes and someone might find something better than what you are looking at currently.
(that is of course, if you don't get more help here, I'm not up to date with some modern parts so I don't want to try and help).
Be quiet! is/was a popular brand for heatsinks in like the UK I think... not sure about the reputation of their PSUs though
Bought it using Canadian credit card on account with American address... Let's see if it works...
