Recently upgraded my graphics card and now whenever I come back in from an alt tab I'm stuck on a black screen for 2-3 seconds and whatever class I was on would have their config reexeced. Went from a 520 to a 580 as well as a new 600W power supply. Also using the FPS cap thing in MSI afterburner. I believe that is all that I've changed but I'll update this if I remember something else.
A format usually does wonders,(i'm guessing you're using windows) Windows acts quite weirdly with upgrades.
I think i've fixed it, I left -dxlevel 81 in my launch options and I think that was causing problems.
Alright i've ran into another problem, when I have MSI afterburner up I cannot use the steam overlay at all. Is there any workaround to this?
I ran a very light clock on my GPU with MSI Afterburner, it literally almost fried my pc, and had many other problems associated with it.. Small stutters in game, high heat output. Tf2 is so CPU dependent OC'ing you gfx card probably isn't even worth the downfall it brings. I am however no cpu wizard just my experiences with it.

While I'm sure you're accurately describing the numbers you're seeing, what's most likely occurring is that your GPU meter is not updating while you're in full-screen mode. It's very likely that you're seeing 30-40% utilization, launching TF2 which boosts your card into the 80-90-100% range, then when you tab out, it's throttling itself, but the GPU meter is updating so you see it spike to 90 as it begins falling down...
I'm not certain that your card and GPU meter behave that way, but it's likely. Does it stay around 90% when tabbed out for 3-4 minutes or does it drop back down?

What's happened is i've been playing tf2 and alt tabbed to read stream chat or something like that and I hear the fans start to speed up a ton and my GPU useage drastically increases. When I had my old card and I alt tabbed from tf2 my entire computer felt super sluggish. I am playing in full screen and using MSI afterburner to cap my fps at 200 if that is important at all. Normally I tab back into the game after a minute or two but last night I was alt tabbing somewhat frequently during scrims because something was acting funny and then ~30 minutes later after no alt tabbing my computer crashed to a blue screen and then once I rebooted everything has been working fine.
I'm not sure why you would use MSI afterburner to cap your fps, why not just use fps_max 200?
Might be a placebo effect but my game feels significantly smoother when I use MSI afterburner to cap fps vs the fps_max command. I've heard there are other reasons to do this but I don't recall them i've just messed with both and gotten better results out of MSI.
Not sure about the FPS capping thing, but yes, do not leave -dxlevel 81/91/whatever in your launch options, I used to run into this very problem of black screening for a minute until I removed the dxlevel option from my launch options, and it got fixed. No black screen.

so the fan speed is low when playing tf2 but it gets higher when u alt-tab.. is your gfx card's fan broken or something? I know 580's get hot but not this hot.
is there a way to see when that max is hit in gpu usage? it says min 37 and max 90 i wanna know when exactly it gets there.

it spikes to 90 about 2 seconds after I alt tab out of tf2, i've tried it with other games like CS and it hasnt done it at all. The fan isnt broken as i can hear it speed up and get really loud once I alt tab
bump this shit is still driving me nuts, it ONLY happens in tf2 when I alttab I can hear my GPU fan speeding up to well over 90% and my usage is almost 100.
try installing a different 580 GTX driver. do a clean uninstall on the current driver you have.
Try running TF2 in windowed mode, when it is fullscreen the same thing happens to me, but when I run it in windowed mode it is fine. (-sw -w <screen width> -h <screen height> -noborder)
