test it out. i think it's still preference. in quake, your sensitivity is not changed with zoom. i have no problem hitting rails zoomed in. in tf2, i have no problem hitting shots with the default ratio. i don't think it's a big deal.
its just like sensitivity, everyone has their own opinion/preference.
1. since you main scout you prolly already have low sens so something like zoom_sensitivity_ratio 0.8 would be good.
rough guidelines..
if you have low sens (11" or more/360) I wouldn't use it
normal low/mid sens (8"-11") I would prolly use 0.8
mid sens (6"-8") use 0.7
high sens (4"-6") I would use 0.6
really high sens (0"-4") 0.5-0.6. wouldn't recommend going under that.
2. not as much as changing sens per class. not very much at all actually. but if you use a low value like 0.6 or less you will probly notice the effects when you switch off the class.
Quake has a similar command in cg_zoomSensitivity.

You should change your zoomsens if you really want to keep the same sensitivity but need it to be lower to track better when scoped but if you don't give a shit if your sens changes you should just change your sens to be a bit lower and get used to that. Don't change your fov.

i've always used 1 or 0.7, it just depends on my mood. i have a little muscle memory for either of them, but 0.7 is better when i'm unreasonably edgy and can't control myself.

I don't understand what all the fuzz with sens is about. I thought everyone was fully aware that zoom_sensitivity_ratio only affects your sensitivity while scoped in as a sniper, hence everything else will be unaffected.
But yeah just set it to whatever the hell you feel comfortable with and you're good to go.
The best way to think about sens is what works for you. You can find your "perfect sens" in a day or something of playing. Just work out what sens you can rocket jump/whatever with and move around properly with and still have good control over your aim and then practice with that. That's literally it. Jukebox, sheep and whoever else plays this game didn't find some weird secret where they worked out what the perfect sens is for everyone or anything they literally just found something they liked for what they did in the game and then they played for a long time with those settings.
