I used to get around 200-300 frames fine with maxframes, now even with a LOD of 15 using nvidia inspector, and boosting my game to the crappiest possible I get 20-60 all of a sudden. I recently cleaned up some programs so I'm guessing I accidentally deleted something very important, but I don't know what. I checked my computer for viruses and none came up so I'm just as lost. It stinks because due to this I can't stream anymore.
My computer specs: Intel (r) Core (tm) i3-2130 CPU @3.40 GHz 3.40 GHz
Graphics card: GeForce GTX650
If anyone has any questions that they need to ask or could just help me it's very appreciated.

I think you just need to upgrade your processor.

Same thing happened to me, might have been something with the most recent update. not getting it as bad as you though, went from 200 to 40-60

tf2 runs fine for me at 100-400 fps with a 3,3 ghz cpu
and i dont use any config

try reinstalling drivers and i don't think it's your cpu because tf2 doesn't use more than like 2 cores anyway.
