have you tried this with and without the custom hud? I'm going to test something really quick.

well. from what i can tell the sniper scope is split into 4 segments. So im assuming its some sort of tf2 file issue somehow (could be OS?) or its a resolution issue.

I got this kind of stuff with high DPI scaling with other games. TF2 never had an issue with it though, and if it's only zoom it's even less likely this is it. You could try right-clicking on the .exe, go to properties - compatibility - disable display scaling on high DPI settings (that's assuming you have high DPI to begin with).
(By the way, don't confuse this with mouse DPI, I mean the thing that makes your text bigger)

So looking at this you can remove the complete black part when you zoom in as sniper? That would be pretty cool

It used to be possible with a command to disable the entire hud when you zoomed in but I think that command is cheat protected now

It more than likely is considering that it was pretty unfair.
