been trying to find a lod picmip tweak for intel graphics for ever. please if you know anything please tell me, im desparate.
If you are talking about the integrated intel graphics on notebooks then there is only this official tweak panel available I think. But it has no noticeable impact in my opinion...
As far as I know there is no external program like RadeonPro for Intel graphics :/

If you mean trying to make your game look like this

then put this into your custom folder. This mod works on sv_pure.

Is there a way to make your game look somewhat similar to post #4 or at least smooth the background out more? Would be a huge help for colorblindness
It looks to me that all you'd need to emulate the "smooth" textures would be to force the game to render using vertex shading. However, modifying a game's shaders/rendering pipeline also sounds suspiciously like a cheat.

"mat_filterlightmaps 0" AND "mat_filtertextures 0" will make the textures look pixelated,
"mat_filterlightmaps 1" AND "mat_filtertextures 1" will make the textures look blurry (not as much as in the #4 post, because the texture resolution is too high)! Just change these settings in your cfg and try it :]

brandbrandno, i mean like what stabby uses
assuming he uses a nvidia graphics card, he uses nvidia inspector for a low picmip hack that works on sv_pure
although, it is banned in ESEA, here http://etf2l.org/forum/customise/topic-17728/
(thread might be a little outdated, but i hope it works for you)
