I've seen a couple of people be in game, but in steam it doesn't indicate that they are. Shows them as just online, and sometimes away. There's no indicator that they're online using the web. They can send and receive steam messages. The thing I would like to know is how do they do this witchcraft. And when I try asking them, they avoid the question. Is this some sort of underground secret for cool players?
It's probably another one of those Steam bugs, just like the bug that shows you as in-game even when you're not.
There IS probably a way to do something like that deliberately, but it would break a whole host of stuff on your end when trying to do stuff in-game.

I think it does that when you're online with your phone at the same. people have told me that they can't join off me sometimes because it shows me on mobile even when I'm on my computer playing.

Login to main steam, then web browser chat. Even after you hit appear offline, it omits the symbol and launching/playing games won't show up until you log back onto your main or re-open the web browser. (note: only tried with web, but assume it works the same for mobile)

For it to show 'online', it also has a globe next to your name. It doesn't for 'away' though. But those people didn't have anything next to their online status.
