Random FPS drops in every game.

In TF2, BO2 and BL2, I get random FPS drops that last around 20 seconds, and I'll get these drops every other couple minutes. These are the only games I play right now, but I'm sure it would happen in other games.

I know my PC isn't overheating because 1) My temps have been where they are since I've had my computer, my temps don't increase that much when something such as a game is open, and the inside of my PC is clean and intact.

Stuff I've Tried -
1. Creating a shortcut with "%windir%\system32\rundll32.exe advapi32.dll,ProcessIdleTasks" and having it run for ~10 minutes.

2. Disk Cleanup/ccleaner

3. Disk Defragmenter.

4. Excluding Steam.exe, Steam's game overlay, hl2.exe, BL2's exe and BO2's exe from scanning on Windows Defender and my AV.

5. Disabling Steam overlay (useless step since problem occurs in BL2, a torrented game).

6. Checking for viruses (will do this again to make sure).

7. Using vsync (which didn't set my FPS to my monitor's refresh rate, regardless of forcing it via CCC).

8. Setting a max FPS (screen tearing happens, dunno how to fix. not sure if problem was there, didn't keep fps_max set long enough to find out).

At this point, I'm really unsure of what the problem could be and the solutions I could take. I considered completely reinstalling Steam, including the games, but I found out it happens in torrented games too (unless my GPU just has a hard time keeping consistent FPS on BL2, kind of doubt it though).

So, unless it's a virus that I didn't catch the first time, even though I'm 90% sure I have nothing, or unless it's caused by something I could never have thought about, then I'm all clear of possibilities. Any help would be necessary.

Specs: AMD Phenom II x6 1055t, ATI HD Radeon 5770, 1TB HDD, 4GM ram, Win7 64b.

note: I realize my GPU is far behind where they are today, but I bought it when I did purely for the sake of my budget and it has always run fine for me and any game I tried playing (such as BF3 at max settings). I don't think my video card would randomly decide to crap out on me after only a year and a few months.

note #2: Probably irrelevant, but while the problem is not happening, Steam's CPU usage typically sits at around 00-01, though when the problem is happening, it will sit at around 04-05. Doesn't sound like a lot, but could be a sign I figure.

I think that might have fixed it. Not sure why it would be causing this problem when I'm more than sure I've had that enabled since the time I first had this computer, but whatever. I'm not keeping my hopes up just yet, but thank you if it fixed it. If not, I'll bump this.
