On this screenshot it looks for me like maxframes with this: http://teamfortress.tv/thread/17973/making-your-tf2-look-blocky-again and LOD Bias tweak in nVidia Inspector. If u do have a radeon pro, u need to find other way to do that here: http://etf2l.org/forum/customise/topic-17728/

Edit: dunno what caused so strange fog in first screen sth with r_pixelfog for sure and maybe sth else.
