TF2 lag and IN: spikes

We've tried reinstalling configs and making new configs. It happens on multiple servers. We've verified files. We've done everything we can think of but its a major issue.

Any help?

Two of our players are having some weird issues with TF2;
When playing their IN: randomly spikes to 1000+ and they freeze ingame for like 3 seconds and on net_graph 2 the red spikes. When it happens our meds uber doesnt build and he can't move at all.

We've tried reinstalling configs and making new configs. It happens on multiple servers. We've verified files. We've done everything we can think of but its a major issue.

Any help?
