I haven't been on this website in a long time but I decided to ask you guys these questions. I currently work for a multi-gaming community called Tango World Wide. We have around 40 servers running from CS:GO all the way to Killing Floor. The one game we don't have servers in yet is TF2. Both the owner and myself know very little about the casual scene and was wondering what type of servers the pros and casuals would want if any.

Incoporate the HL maplist like Upward and stuff, those work well in pubs

idk how casual players feel about random damage spread, but that is the number one thing that drives me crazy in pubs
i don't care about random critical hits as much as having consistent damage numbers
it's so weird charging up a shot and dealing a ranged number as sniper, which makes it a diceroll if you can kill someone with a headshot + bodyshot
the standard valve rotation maps are cp_granary, cp_dustbowl, cp_gullywash_final1, cp_gravelpit, cp_yukon_final, cp_snakewater_final1, cp_badlands, cp_fastlane, cp_dustbowl, cp_well (do not add this), cp_coldfront (there's updated versions of this called warmfront, but casual players would never pub on it), cp_standin (do not put this on your servers), ctf_2fort, ctf_well (do NOT add this), pl_goldrush, pl_badwater, pl_upward
i pub a lot and often look for servers that are on snakewater, gullywash, badlands, or granary, but there's rarely any active servers that stay on capture point rotations
i'd turn off random crits and damage spread, but idk how many pubbers like those options, there's not many servers that run those cvars
i think the most important thing is having active admins and having players actually playing because a lot of servers like star_'s east coast server are plagued by hackers, which basically automatically kills the server since there's only 1-2 active server moderators

^ you forgot cp_process_final but that's actually a really solid pub map rotation

payload maps usually are pretty fun to play in pubs. cp and koth is a bit boring if the people don't know how to play it but theres always action in payload.
