Nobody there minded when I played, and there was a portuguese demoman there as well so there's no problem with EU people playing as long as you don't whine about the ping or w/e.

Considering most of the players that go on the pug site are atleast mid/high open 100-200 is way to low, 800 won't affect the amount of people that add up on pugs and it will lower the amount of lower level players and alts that add up.
