I have a shitty wireless mouse for several reasons but it has served reasonably well for three years. Recently it has begun skipping and jumping for only tf2, and occasionally in dota it just stops for about 5-10 seconds, however this has not happened recently. I have tried other source and non-source games and it does not have an issue with them, just tf2.
I do not use m_accel, I use raw imput, and have vsync turned off. I have tried other configs, no configs at all and still the issue persists.
Any help would be greatly appreciated.

I'm guessing you changed the batteries so you can rule out batteries dying.
Sounds like a dying sensor to be honest. Not unreasonable after 3 years of heavy usage.
I doubt it's anything to do with your game settings, but I could be wrong.
