Circles projected on environment

Sorry if title is confusing not sure how to describe it.

Basically, if I stand still, there are some lines visible at a constant radius away from my character. They're projected on the ground in such that they will move as I move, and will be effected by ramps and the like. It's hard to see in the screenshot, so I've drawn some lines where they're visible to me. Way more noticeable in movement.

I've tried screwing with a bunch of commands in my config and I've only found one half-fix:

If I disconnect from the server, and change mat_dxlevel, or include mat_dxlevel at the top of my config, the issue will not be there. However, it also seems the rest of my config is ignored/reset so I get terrible FPS trying to fix it like this. It'll happen on any dxlevel, even if I set it back to the original one, but I use dxlevel 95.

I've assumed its some sort of fog setting, as after each line, the world appears to be a bit lighter tinted than before it.

Here's the screenshot, if it helps.
