I can't seem to set a delay in OBS. Whenever I try to, it fails to stream and just disconnects after about 10-15 seconds. Any idea why?
I'm not sure what's causing your problem but I really don't recommend it if you are delaying for any significant amount of time/if you don't have an ass load of RAM. All OBS does is store it on your RAM for the 1-2 minutes you set as the delay.

For 2 minutes it's around 52MB.
That raises two questions:
How are you streaming with <50MB free RAM?
And since 50MB RAM is an ass load: What year is it?

I really want to stream and I know that I have the computer requirements and the up/down speed but I want to know if it will cost a lot on my internet bill.
I stream at 720, 30 fps and 3500 bitrate and I stream without any frame drops and I use obs if it matters.
EDIT: I'm an idiot and gave all my bitrates labels as kb/s when they actually should be in Mb/s.
3.5Mb/s is way overkill for 720p @ 30fps. I doubt you have partner either, so viewers don't get quality options, so all you are doing is alienating some viewers that don't have good internet from watching your stream. 2mb/s usually is plenty for a 720p @ 30fps stream, and I'd argue you still get pretty good quality at 720p @ 60fps with that bit rate.
Nobody here knows what your internet bill looks like. You can do the calculations yourself, streaming at 3.5Mb/s + .2Mb/s for audio, means you will be no higher than 4Mb/s. Figure out how long you plan to stream for and do the math.

I'm no expert to answer your question, but I would guess that your chances of streaming old games(depends) won't go so well in terms of viewership since twitch is full of people who want whatever's mainstream, only those who are popular enough in those games can make it work.

if you do make new tutorials you should probably do it with the new OBS Studio as is better in nearly every way and has lots of new features that are helpful for streaming tf2 (at least I've found them to be) like automatic scene switching (for going between tf2 and pug sites/desktop, integrated clr browser support for twitchalerts and nice looking transitions

I kinda forgot about this series to be honest, lol. And yeah, bear. I'll end up doing OBS studio as soon as the changes calm down a bit, probably. I don't want to have to make too many more updates after releasing the original tutorials.

There are very few people that successfully stream only old games (aside from speed runners, obviously), and almost none of them started with that genre. Definitely play newer games, especially when just starting out if you want to get a lot of people watching eventually.
Building an audience is not something I'm as good at on twitch, because that's never been my goal. The only thing I'd ever say in a streaming tutorial aside from the technical aspects of it is "have fun", because that's my only goal in streaming. Doing it primarily for the money just about never works.

Dude, I stream speedruns on a 0.5 upload speed.
You can easily stream using something like 1000-1100 bitrate with no downscale.
