Newbie here in terms of cfg tweaking. I was watching this demo the other day, and couldn't help but notice how pristine the player's TF2 looks compared to mine. I have a pretty high end gaming laptop, with all the settings in the basic TF2 options set to highest, but mine looks nothing like this: https://www.youtube.com/watch?v=wQUzjO1WzsQ
Is there a specific high definition/quality fps cfg he is using or something? I did some diggin, and don't know what is up to date and could make TF2 look this sleek and clean.
Any help would be great!

You can try using Ultra-High settings https://wiki.teamfortress.com/wiki/Ultra_high_settings
and also changing your dxlevel in launch options http://tf2.gamebanana.com/tuts/6903 ctrl+f for dxlevel. dxlevel 96-99 are the highest

Chris has a max quality config https://chrisdown.name/tf2/, I don't know exactly what max quality config is being used in that video though.

Chris' configs still work fine, but if you want something more up-to-date you can try Comanglia's Cinema Config.

I use his cfg and it works fine, but I tweaked it slightly to turn off ragdolls and gibs, added16XQWMwhateverthefuck antialiasing, turned on bloom, turned of rocket black spots and bullet holes, and then made it less foggy
All of which are easy to do and just are a few commands that need to be googled

Okay cool, I'll try out Chris'. Comanglia's looks pretty solid, do I just copy and paste that whole thing or only the commands?

Chris max quality is good, despite having a few outdated cvars it's still good for it's main purpose (which is recording not playing btw). you can also use my recording config posted here which is a modified and somewhat updated version of Chris Max quality.
It's recommended for recording purposes not playing tho.

particles and shit are a bit more "there" and there's more signs and general clutter on the map that can obstruct shit
none of it really matters tho

Well you can play fine with it, it will just have a heavy impact on performance if you decide to do so. Even the best high end pcs will shit themselves on a pub with people running around with unusual effects, skins, taunts with particles, etc.. Specially on ultra high settings.

If you're talking about Comanglia's cinema config I've never used it but I have compared it to Chris and Mine and it doesn't differ that much barring a few deprecated cvars and a few settings. The difference shouldn't be that big both graphical or performance wise.
But I definitely don't recommend using any of cinema/recording configs as an every day playing config, they do make the game beautiful but have a considerable impact on performance. If you want a good graphics and performance trade off for playing I would suggest using one of the dx9 high quality configs. I hardly drop below 289 with a 4770k @4.5 and a gtx770 @ 1.3, and I certainly never drop below 144
