GPU Fans aren't working

Hi,

I bought a EVGA GTX 970 ~3 weeks ago and it's been working fine until now.
Whenever I boot up my computer, the fans work normally at first, and the graphics card itself is displaying everything just fine, but the second that the windows 10 loading symbol show up, the fans stop, and i havent had any problems with this until now. I'm using a 600w PSU.

GPU fans run at 100% on boot and then kick into automatic mode and will dynamically set their speed based on how hot the card is. They probably aren't running because they simply don't need to be. Do they run when you're playing a game?

No, and the temps are getting up to ~85 when in game

I'm not sure what the exact threshold is but after the completed boot it's not supposed to turn until the GPU reaches the threshold temperature (either 60, 65 or 70°C depending on bios and model iirc).

EDIT2: So just to make sure I got all of this right:
The fans worked fine up until today?
Even while ingame with the GPU at 85°C the fans won't spin up and you've checked that either visually or with a program?

yes. i visually checked the gpu fans arent working, and i used a program to check the temp

before today the highest temps ever go to while in game was 65

You can control them manually with nvidia control panel. Download the geforce experince then get the control panel. Its how I keep mine at 100%
