in all games, I will have this studdering atleast every 30 minutes or 5 seconds and i cant do anything, my game will act as if i have 1000 ping, but its a frame issue and will jitter. This has been happening since windows 10 came out, and its really annoying,if you can help bless your soul.
nvidia gtx 750ti overclocked
i5 4690k overclocked
problem persisted with and without dual monitors

The Windows 10 upgrade can mess up certain systems. I usually just recommend doing a backup and then a nuke and pave of your operating system. (Aka clean install).

Try uninstalling your drivers
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html (you'll find the download down the page.)
Reinstall latest driver
see if the issue still occurs
some explanation
Windows 10 has automatic drive updates.
Most of the time when you update your drivers the original driver isn't always full uninstalled (if at all) and can cause issues.

Windows 10 also intelligently re-installs uninstalled drivers, via Windows Update. Clicking 'Rollback Drivers' doesn't seem to hold through the next update.

Maybe it's corny, but it works.
Best and 90% working way: just reinstall it.
