windows 10 stuttering

in all games, I will have this studdering atleast every 30 minutes or 5 seconds and i cant do anything, my game will act as if i have 1000 ping, but its a frame issue and will jitter. This has been happening since windows 10 came out, and its really annoying,if you can help bless your soul.

nvidia gtx 750ti overclocked
i5 4690k overclocked

problem persisted with and without dual monitors

The Windows 10 upgrade can mess up certain systems. I usually just recommend doing a backup and then a nuke and pave of your operating system. (Aka clean install).

really? I'm on win 10 and I'm getting zero stutters, playing in fullscreen w/ i7 2700k and nvidia 550

When I alt/tab out of TF2, the sounds stutter like crazy when it never happened in Win 7.

Reinstall latest driver

see if the issue still occurs
