At some point my windows search function stopped working, I click the magnifying glass on my taskbar, but nothing happens other than my cursor switching to the hourglass cursor for a second. I have tried restarting the Cortana process but that doesn't seem to work.

If restarting your computer doesn't fix it, then I'd recommend a repair install of Windows 10.
You can use the Media Creation Tool that you used to upgrade to Windows 10 to create the repair/install drive on a flash drive if necessary.

If you end up resolving the issue, please post how!!
On a somewhat related note (sorry to hijack), but does the windows search only work for windows processes? Stuff like searching for mspaint or notepad work, but trying paint (instead of mspaint), or ANYTHING ELSE does nothing.
