My computer right now is something you can classify as a toaster. With nohats mod, and chris's maxframes config, using the benchmark method found here, the results are

2639 frames 48.227 seconds 54.72 fps (18.27 ms/f) 5.390 fps variability

Hardware:
CPU: AMD A4-3400 APU oc to 3.3Ghz (from 2.7)
GFX: Nvidia Quadro 600

dxlevel (default is 90): 81
Resolution: 1280x720
Full-screen or windowed: windowed
FPS configs enabled: Chris maxframes
Shadows enabled/disabled: disabled

I was considering buying a GTX 750ti, I was wondering if I could expect much of an fps increase, or if the CPU is so bad that it wouldn't help, and I should instead save for a better computer later.

If memory serves, source games are CPU intensive, so I'd go with upgrading that first. I had an AMD FX-4100 for a while and I was able to get 120 fps with a $90 GPU, forget which one it was.

But if you can split the price of the 750ti and upgrade both CPU and GPU that might be your best bet, but I'd stick with upgrading the CPU as top priority.

8GB of DDR3 in terms of memory, I should probably have mentioned that. The main reason I shied away from the idea of upgrading the CPU is that the socket is really old, so I would need to upgrade the mobo as well.

If you're wanting more FPS in TF2, you're gonna have to upgrade your CPU. A good GPU barely does anything for TF2.

I had nvidia 520 GT and I played at 1280x720 with 30-60 fps average in 6s.
after upgrading to nvidia 750GTX ti I had twice of that in 1920x1080.
now after doing the -default and playing on dx9 in that resolution I get around 100-150 constant.

For one, your GT520 probably couldn't even support 1920x1080, so there's that. Also, even though Source games like TF2 are very CPU bound, a somewhat decent GPU will give performance gains to areas where load can be moved onto the GPU. Jumping from a GT520, a low end card that entered the market around 2011 to 2012, to a GTX 750 Ti, which entered the market almost 2 years later, should surely bring performance gains.
