I'm sure this has been asked like a million times so I apologize but it's really an annoying issue.
So when I'm playing the game occasionally freezes for a few seconds. Rocket trails disappear, players teleport, etc.
Here are all my specs:

I think the problem might be that I live with 6 people in one house all using the same wifi/cabel. Usually around 2-3 people watch Youtube. That hasn't bothered me in the past, though. The game ran smoothly like 4-5 months ago.
EDIT: It mostly happens when I die/get a kill but isn't limited to these occasions.
Any advice?

You seem to have a bit of packet loss from looking at your net graph which is most likely the cause to all of this.
Try using the "Bad connection" settings instead of the "Good connection" one in your graphics config.
EDIT: Also kudos to you for actually providing relevant and good information to work with.

These spikes have been getting exponentially annoying over the past few weeks. It's seriously hindering my ability to perform. I've noticed from the net graph that whenever I have this "freeze", my ping jumps up to a 100+ and then drops back down to 30-40. Bad connection settings don't really help.

If you aren't on a wired connection try to switch to one. Try rebooting your modem as well.

Would never play on wifi, connected straight from the router. Rebooted several times over the course of the time, hasn't helped.
