also my storage is fairly fast at 170mbs read/write.
TF2 is horribly optimized and it doesn't take a genius to tell that. A 9 year old game that gets constant updates should not run this badly, it's fine that tf2 uses the cpu more, but even top level cpus in average rigs can't keep up means something is wrong.
But hey you can buy a really expensive computer so you can run this game smoothly!

With an i5 4690k @ 4.5ghz and 970, with an fps config on dx8 I can get between 200 and 1000.
If I don't use an fps config I dip below 100 sometimes.

I think the main problem is that tf2 is not seen as a competitive game, at least not in the same vein CS. If you think about, from a casual point of view, tf2's performance could be a lot worse. A lot of other games have significantly worse performance, but people don't get as upset over it because it's not a competitive game. Not that I'm trying to excuse TF2's poor performance, just food for thought.

i'm getting fps drops that come in sudden, intermittent waves, irrespective of map/situation. it's really weird and i can't think of what could be causing it other than poor optimization on valve's end.

Don't downscale your resolution to get more FPS if you have even a mildly good GPU. Since this game is CPU oriented and doesn't put much on the GPU, you're usually not going to get any FPS from downscaling.

That is upscaling, not downscaling. Think of it this way: You render a frame at 1280x720 and you need to increase the amount of pixels from the original image to make it stretch across the entire screen at 1920x1080; you're upping the scale of the rendered frame to fit your monitor. Downscaling is when you render at a higher resolution than you're going to display the rendered frame at in order to increase the quality of the image.

Get about 180-200 on mids depending on the map, lowest I've seen dips in fights has been 160 or so.
Also, if you don't plan on overclocking, why buy a K-series Intel CPU? Just a waste of $10 or $20.

if the answer is yes, what build fundamentals ought i to look at for a desktop? something that would ensure good, consistent performance with minimal overspending.
i'm not a tech guy i don't know shit i just want to shoot airrockets. the laptop was bought 2 years ago with gaming as a very minimal deciding factor, during a long hiatus from tf2.

From your previous post you talk about intermittent fps drops...Given it's a laptop that could be an overheat issue. Make sure you have proper airflow, and cooling, and blow out the vents.. You may also want to consider capping the FPS so you're not pegging your CPU/GPU to the max all the time? I'm unsure if that will reduce CPU load...but you may want to test if you see improvement.
