So is there any way to restrict the bandwidth that they can use? Say, 10 Mb/s on the LAN cable and 5 Mb/s on the Wifi.

Depends on the router, but usually you can setup QoS.

If you're doing this though give yourself 5mb/s tbh, tf2 doesn't need heaps and your flatmates won't get mad

If you're doing this though give yourself 5mb/s tbh, tf2 doesn't need heaps and your flatmates won't get mad
just set up QoS on 27015 and all traffic on that port will be prioritized
