What are the commands to disable tutorials?

If that hasn't worked for you, then you've probably made your config.cfg read only. Go to the file's properties and untick read only, then click ok. Then go in game and click 'don't show this message again' (for each annoying popup you never want to see again), and then type 'host_writeconfig' in console. Then you can make your config read only again.
