I'd guess that Genymotion, Android installed on VirtualBox/VMware, or Google's own Android emulator (AVD) could all run the Steam app as well.

I can confirm that this works, been doing it for a while. The only thing is that sometimes it asks you to either pay for it or download an app or something, just click the download and you can keep on using it. It has not downloaded anything for me.

Same thing happened to me contact steam support and they'll remove the old number for you but they'll ask you to verify its your account
