Black screen when stretching 4:3

Hey TF.TV,
Whenever I try to stretch my 1024x768 resolution, I get a black screen. If I do it on CSGO it works, so why not TF2?
Note:
Using Windows 10
Using HRC Instead Of NVIDIA Control Panel
Yes, I checked Scale Full Screen
Any other info can be provided

when u change the resolution ingame u gotta alt-tab then tab back in.
thats how it works for my HRC atm.
