My lerp is orange at 15.2, and my ping when i press tab stays consistent, but my ping in the net_graph 1 jumps all around from 30 to 200, and occasionally it will go up to 400. When I do net_graph 3 it is spiking constantly. My fps is always around 300.
Any help about why this is happening would be greatly appreciated.

Upload a few screenshots of your net_graph 4 while in a pub, screenshotting whenever shit goes haywire. Basically, the goal is to find out if its choke, jitter, packet loss, or bad routing.
Afterwards, tell me about your setup. ISP+location? Are you connected to your modem? Follow up, are you connected to a router -> modem or straight modem? Or just straight WiFi.
Keep your config settings as-is, they're very good and aren't your problem. Changing them repeatedly in the same process screws with the engine and makes things worse. interp 0, while reducing interpolation, wouldn't cause an extreme loss of playability.
