From what I've gathered, the optimal interp for hitreg and stuff for projectiles is 0.0152 and for hitscan is 0.0303 (not 0.033?).
My question is, whats the best way to set that?
Set cl_interp on 0 and use cl_interp_ratio 1 for projectiles and cl_interp_ratio 2 for hitscan? For instance, this gives me 15.2 ms lerp on soldier and 30.3 ms lerp on scout according to netgraph.
Or should I manually set cl_interp to 0.0152/0.0303 and also set cl_interp_ratio to 1/2 depending on projectile/hitscan.
My connection has 0 packet loss and basically 0 choke. 85mbps down, 90mbps up, FiOS, 10-20 ping to east coast servers, 60-80 to west coast, 90-100 to europe. Never any packet loss or choke.

I just set the interp of mine manually in my class configs. This may not be the best choice though, it's just what's easiest for me.

i tried to understand whether i should roll with ratio 2 in some circumstances (high ping / hitscan), but you always end up finding a (1v1) battle of people who say yes vs no, or even suggest a different value like 1.2.
i just leave it at 1 at all times now because i just don't know any better

Neither interp or fps_max can be configured once you're in a server anymore, so these commands aren't doing anything for you.

bad servers restrict interp ratio so you have to set interp as well, but some servers restrict updaterate so you have to set interp ratio as well

Interp being set in class configs is what pretty much everyone does, you can't change them while you're alive but you can change them on respawn.
