So I've done a bit of searching and couldn't find anything that made sense to me sadly, so if somebody knows how to get flat textures using NVIDIA and could explain it step by step, I would highly, highly appreciate it

valve patched it with the nvidia inspector method.

That's what I was thinking, I'm sure it's just a certain version of Nvidia Inspector you have to use, otherwise it doesn't work
There's is a download link for the proper Nvidia Inspector version in the etf2l topic above^ It is a step by step tutorial pretty much.

people are accurate when they say that it got patched, because it somewhat did, however it still works just as well, you just need to do a little more.

under antialiasing, you also have to change Antialiasing - Transparency Supersampling to"0x00000008 AA_MODE_REPLAY_MODE_ALL"
