Basically, I want a slight upgrade around the price of 100-120 euros.

why not wait and save money and get gtx 1070, i think its like 300-400$ USD, if nothing is wrong with your GPU, or there is no immediate problems, i would wait. That is what im doing for the gtx 1080 or 1070.

What games do you like to play and want to play? You could wait until cards like RX460/470 comes out, would be interesting to see what they deliver.

100-120 euro graphics cards are utter trash and a waste of your 100-120 euros. Save to around 200-250 and pick up an AMD RX480 when you can.

5 of the top 7 are <120$, the other 2 are <170$.
Also passmark is bullshit, unless you actually think that the Fury and Fury X are the exact same speed and slower than a 970.

I'm not entirely convinced that this is GPU related.
Just use GPU-Z while playing TF2 and check if you're actually hitting 100% GPU usage. If not it's your CPU.

I'd like to use dx 9 with no config and medium settings, but I think this will cost me money that I don't have so I'm just going to keep using dx 81 with comanglia's config.

It does spike to 100% so a new GPU will help.
I can't promise you 150+ fps at all times because there will be drops in pubs and you get those even on better CPUs, but turning up settings like AA or AF only affects the GPU and should be easily possible with a new GPU.
DX9 will cost you a few fps but again, apart from the drops you should be able to get 150+ fps most of the time.
I'd have to check how much GPU power exactly you'd need for "medium settings". I'd just say fuck it, wait for the RX 460 which should be within budget and will probably be overkill for TF2.

when i said save up and buy something like 1070, i didnt mean only that card. spending 100-120 euros idk i feel like your not going to get much of a upgrade if you have a 730. this might be a decent upgrade for you, idk how much it would be in euros, but 142$ USD is pretty cheap http://www.newegg.com/Product/Product.aspx?Item=N82E16814487028.
