I was able to get 140+ frames on any map while playing on a 75 hz monitor for years and years. Yesterday, I decided to finally buy a new ASUS 144 htz monitor.
My frames now fluctuate from 70-100 on maps where I used to never dip below 130. It's super frustrating.
My Specs : AMD FX 4300 Quad Core @ 3.80 ghz.
NVIDIA GT 610 Integrated RAMDAC
I'm currently using Dan's MaxFps. I've tried switching to comanglias, but no luck/or change.
Launch Options :-mat_dxlevel 80 -high -novid - -noforcemaccel -noforcemparms -noforcemspd
Any help would be awsome

Did you actually do benchmarks between the 2 configs?
Can do so following the instructions here http://www.teamfortress.tv/7598/tf2-benchmarks
You may also want to try running in a lower res/no hats mod and any other performance centered custom files.

could be bc u used to downscale ur res to get 75 hz but now ur res is at 1920x1080
but thats just assuming u did change ur res when switching monitors

Geknaiircould be bc u used to downscale ur res to get 75 hz but now ur res is at 1920x1080

this, simply changing your monitor will have no effect on fps. However, changing you resolution absolutely will.

Aspect Ratios Resolutions don't matter so much in TF2 as TF2 is cpu limited but since there's discrepancies in the FOV of each aspect ratio they have different framerates.
The Benchmarks http://teamfortress.tv/thread/20172/my-fps-config#18
4:3 Lowest FOV, Highest FPS
16:10 Middleground for both
16:9 Highest FOV, Lowest FPS

Try -dxlevel 81 in launch options instead of -mat_dxlevel 80
