Connection failed after 4 retries issue

Originally what I though the problem was:

When I queue to play casual it mostly works okay until it tries to connect me to an already started game. After a couple of seconds of trying to connect I get the message that "Connection failed after 4 retries" and a window if I want to abandon the game or try to connect again. If I try again, the same thing happens.
That's why I decided to use the command "tf_matchmaking_join_in_progress 0", but it resets after every game to 1 and even then it barely even works because TF2 still tries to put me in ongoing games. I can't play casual with friends because they get put in the games and I can't and it's really frustrating.

But then I talked with someone who has the same problem and he says it actually happens when the game tries to put us in Stockholm servers and I kinda agree. It makes sense because the "tf_matchmaking_join_in_progress 0" command doesn't work. We are both from East Europe and I don't know if this might be an issue. Could specific IPs actually be banned in these servers?

I posted this on reddit and Steam Forums and I barely got any responses and this issue still persists.

I would appreciate some help.

I had a similar problem occasionally with Luxembourg servers, but only with official valve servers. I just could not join them at times. No fix anywhere.

Yeah, community servers are all fine.

Hello!

I'm that person which Kresh is talking about. Met him on reddit, having same issue. Can't join official Stockholm servers with "4 retries" error. Can join any other servers: community, official Luxemburg and of course - official Tokio/Honkong/Dubai (from Kiev).

I'm familiar with networks and how it works. So made some investigaion.

Pretty sure that my IP or whole IP range (my ISP support refused to help me with scan by some reason). I can reach (by ICMP ping) IP of Stockholm servers but can't reach UDP port which server listening. Scan with nmap from my IP shows that port is closed, from online looking glass service shows that port is open.

But UDP is slippy thing. To be sure I just took my laptop and visited my bud to try connection from another IP with my steam account. And as expected - I had no any problems to join official Stockholm servers.

Steam support just ignoring problem, even not sure if I talked to human. They said that can't help me to solve my issue and I can try to ask for help on official forums. Alredy did this before without any result. http://steamcommunity.com/app/440/discussions/0/359543951702683246/

Solve this can only techies in Stockholm DC, contact them is barely impssible for me. Steam support can do this but prefers to ignore existence of the problem.

Any suggestions?

Try lowering your server pings (steam settings -> in-game, -> in-game server browser: max pings / minute) to the lowest value (250) and see if that helps. Your server browser will take a few extra seconds to populate itself, but I haven't run into the can't connect to valve server problem since.

Try typing "retry" into console. It usually lets you connect after that.

You guys not understanding where is the problem. Problem is in network connection. Impossible to connect if your IP is filtered on remote side. You can perform any rituals without any result.

There can be only one solution - change your IP.

Complicating things never was a good idea. Also VPN definitely will affect network latency.
