Any ideas on what would cause that?
On Windows 8.1 the performance was good enough. I was very rarely dropping under 100 fps, and I rarely saw myself dropping to under ~80.
It's worse on Windows 10 though. Even during moderately messy fights I can drop under 40 fps, which is less than favorable.
It was a clean install, not an upgrade. Latest drivers installed. The Xbox Game DVR function is already off.

Lets start with really easy stuff first.
Follow this to remove the stock windows 10 apps you dont want
Turn your power settings to maximum performance
Start-Control panel- System and security- power options
Turn off extra windows visual effects
Start-Control panel- System and security- system- Advanced system settings- visual effects- prefer max performance (tweak to your liking)
Run Easy Service optimizer I would suggest you run on safe. You could try tweaked or extreme but make sure its not disabling anything you need/want. There is a default option in case anything goes wrong.
Turn off startup applications you dont need
Right click your task bar - Task manager- startup tab
(You can turn off one drive if you dont use it.)
Did you install your graphics drivers manually or did windows update install them for you?

Thank you, I'll try those out asap and will let you know about the results. I've already used W10Privacy to do some tweaking (removing apps, disabling some services/scheduled tasks etc) but I'll try out these as well.

I know this isn't my thread but I have bad fps and I installed them manually, what do?
I also got worse fps when I upgraded to 10 and I fixed it by switching my dxlevel in tf2 from 90 to 95. Also do what BurningSmile said.

What does installed them manually imply? Your GPU drivers?

(free of course I dont like people who charge for simple stuff like this) Some of this optimization stuff is different based on what your current system specifications are and what software you have installed etc.
Most of it however is general things like Comanglia's fps config , The things I listed above for generalized operating system improvements. As well as small things like
- No explosion smoke script
-No bullet hole dust -Removes dust that comes out of walls when shot.
-No hats mod For if you dont care about hats. This can raise your fps by 20 or so
Benchmarks for no hats mod will be updated once the no hats mod download works agian. (Right now Mediafire is stuck in a loop of reopening the same page upon attempting to download it.

After applying all those tweaks and doing some testing, it seems like not much has changed, sadly.
I'd like to keep the game as vanilla as possible, so no extreme FPS configs and "no explosion/bullet/hats" mods. On Windows 8 the game was working fine without those, I can't see why it shouldn't on Windows 10.
Anything else I can try?
