TF2 video/gfx/problem

First off to give you the problem...

moving mouse their is slight skips or type of lag. I have re installed TF2, Reformatted, Ran Chris's Directx9 config. Default Config.
I get constant 90-120+ fps pictures of even 300fps on steam! 50>ms All while this is happening

no reason this should be happening.. running other games FINE! bf3 . assassin creed 3 , hitman absolution. and more....

its i nall aspects of the game sorry not just the mouse movements.. doors opening ( shutters ) switching weapons..

Apparently it is client based possibly. I tried another acct. and played tf2 I had no recognition of the skipness i was witnessing with this acct. I have already deleted config/autoexec all that stuff. I have turned off cloud sync before, It till seems to be saving my settings somehow. What is the process to do a complete restart of he configs for tf2 or the closset thing

try -autoexec in your launch options to reset it
