Quebec has it's own flag, as do Wales, England, and Scotland, as do the Virgin Islands, Puerto Rico, as do the Faroe Islands and a number of other non-nations have flags. Since different provence/regions of other nations get flags, perhaps states could as well?

Puerto Rico's in a weird state (heh) where it's in the process of being a state still and even then it'd be a while before people fully start considering it as one--I've known a lot of people that never actually knew Puerto Rico was a part of America. I don't know much about the Virgin Islands but I've been told they're in the same boat. And Quebec's been split almost 50/50 on leaving Canada before due to a large amount of people identifying themselves as Quebecois more than Canadian, and is the only province to have its flag here for that reason.
All for state flags btw, but there's not really a huge case for it other than some of them looking nice and some looking crazy.
