That's done using Nvidia/ATI's external program contraption thing.
It doesn't improve FPS (my FPS actually went down when I tried it) and isn't blocked by sv_pure.

I don't think those are flat textures. It looks more like he used RivaTuner/ATI tools.

the open plugin does that turning mat_picmip to 5 or higher and is not blocked in sv_pure :3

Its OpenPlugin by Casual, lets you bypass the mat_picmip limit, but I believe it's bannable by ESEA unfortunately.
