go onto steam ,then to your games ,then to tf2, then right click then click on properties, and then in the advanced start up type "-novid" that might fix your issue . I dont know for sure though

found a fix.
- In windows, switch to a lower-than-native desktop resolution (1280 x 1024 for example)
- Start tf2, this should now get into the menu.
- set tf2 resolution to desired values
- close tf2
- in windows, set desktop resolution back to normal
- start tf2, from now on this should start up in proper resolution and without black screen
steam forums being actually useful is nice
