Crashing in Offline TF2 Servers?

I've seen a thread relating to this before, but I can't remember where it was.
Whenever I start up an offline server I only have health, no ammo. Going along with that, jumping crashes the game If I decide not to jump the game crashes within 10 seconds from nothing. Do I have to get rid of something in my custom folder or something?

add bots and check if they are in the civilian pose, if they are then i dont think there is a fix to this other than reinstalling
