I havent touched any settings and it worked fine on my last edited video.
But for some reason today when i decided to record using lawena
" i made sure to select "change so video and audio duration match"
and all settings same as before on virtual dub and then render it from vegas and from aftereffects i still end up with videos being fastfoward while the audio remains normal.

I record in 480fps

This usually happens (fast forward/slow motion) if you use the wrong audio file in vdub.

seems like you're either recording it wrong in tf2 or you aren't using the correct framerate in virtual dub. if you get the audio file into virtual dub and go to video>framerate>match with sound or w/e then it will always be the correct number.

also if you don't already i would learn how to record manually instead of depending on a lawena bind.

Usually matching with sound complies the .tgas at an incorrect frame rate. Its usually off by a few, so you gotta manually insert the frames you processed the demo in tf2 with
