Could be my processor is going to be 10 years old soon, but when I exit to windows mode and press tf2 is takes a minute or even longer for tf2 to show up, but when I switch over to dx9 it just goes back to tf2 nearly instantly. how do I fix this issue?

not sure what you mean but you may have -dxlevel in your launch options which makes alt tabbing take forever

Get on tf2, leave tf2 through the windows button between the alt and ctrl button. Press tf2 again. screen blacks out and i wait a minute before tf2 appears again.
On dx9, the same except instant.
put dx level on autoexec instead of launch options, thx.

no actually it doesnt
just launch the game with the desired -dxlevel launch option, then close the game and then remove it from your launch options, relaunch the game and it should be fine
