They look pretty shitty, also pretty sure they aren't allowed to sell those without Valve's permission.

Selling prints of fan art is common practice. I personally don't have a huge issue with prints of Pokemon or whatever, but Valve content is something I would ask about out of respect, even though I'm sure they would be cool about it.
EDIT: There's also the rule a copyright holder must uphold, which is that if they see infringement of their copyrighted character, they are obligated to take action or they risk losing their copyright all together.
