ok fps then suddenly none for a couple sec?

Before christmas I was running tf on 640x480 stretched and getting consistently around or above 60fps (my potato: https://www.asus.com/uk/Tower-PCs/K30AD/specifications/ i got the base model (integrated graphics etc) and windows 10) pretty much all over turbine, but since I came back it decided to not be stretched anymore and I have no clue why. After a lot of fucking around I managed to make it stay stretched by also setting my desktop resolution to 640x480 (kill me). I wouldn't mind a fix for this but the main thing is that my pc freezes for 0.1 - 15 seconds every now and then, but it gets normal (for me) fps so it didn't make sense to me, I thought if for some reason my cpu suddenly didn't like tf it would give me consistent 10fps or something, but no. (it does this no matter the desktop resolution, so it isnt intel not liking the low resolution (probably)) It feels like internet connection dropping out every now and then, but I know it isn't that because it's noticeably worse when first joining a server, especially on a new map for the session, it happens when I'm not connected to the internet and it also sometimes happens on my desktop. I had none of this before christmas and the only thing I did since then was try to play cs and install teamspeak.

Also I have a lighting glitch where it goes dark for a couple seconds every minute or so :(

Edit: I updated graphics drivers and that did absolutely nothing, I'll try updating other shit like firmware and cpu software or whatever it's called but I doubt they will change much.

E2: Updated loads of other stuff and nothing changed. Larger maps cause more lag no matter unusual effects or smoke so I think it's more a cpu problem than gpu.

I made a post about this just a day ago. Reinstalling my graphics drivers did the trick.
