Black and White produces an emotional feeling in film that can be connected to many things. Nostalgia, Pain, Uncertainty, Dread. It's very good for a pessimistic view on a subject.
In this video it's used to symbolize the lack of maturity and understanding of the world by the boy with the gun.
He learns a lesson, the lesson being the central idea of the film, which is, sometimes good people have to do bad things. That's why, when we shoots the bird, color fades in. He learns a lesson and matures. He gains an understanding for the world, which allows him to see the world differently.
